Initial and establishing rosters will be as of AUGUST 25, 2013. However, the 2013 NBA Draft will not reflect here.

Salary Cap
SALARY CAP
Here in At The Buzzer - NBA Dynasty, our salary cap will be known as a hard cap. A hard cap is nothing more than the maximum amount that is allowed per league cap. Since we cannot equate to the luxury tax and the numerous exemption clauses of the NBA, we are going to have a hard cap set at $75M. No franchise is allowed over $75M at any given time of the calendar year - unless directed otherwise by the league office.
The $73M Hard Cap was derived from the following numbers:
1) The NBA's salary cap for the 2013-2014 season is expected to around $58M.
2) The average franchise salary for the 2012-2013 season was approximately $62M.
*No use of luxury tax or exemption clauses also played a significant factor in deriving the ATB Hard Cap.
We wanted the ATB Salary Cap to be higher than the NBA Salary Cap to account for the nonexistent luxury taxes and exemption clauses. Furthermore, the ATB Salary Cap is purposely set to be higher than the NBA franchise salary average for the same reasons.
SALARY CAP MANAGEMENT
All franchises must remain AT or UNDER the ATB Hard Cap of $75M.
Any transaction will become void and null, IF, the said franchise is not in compliance with the terms of the ATB Hard Cap.
The ATB Hard Cap may increase throughout the seasons to account for real-time inflation and the general increase of money in the NBA.
The ATB Hard Cap will never lower.

Contracts
CONTRACTS
Here at ATB - NBA Dynasty, we will place regulations on contracts in order to help keep contracts stable and to contain a healthy free agent pool every season or so.
All contracts have a maximum length up to 5 years total with a minimum of at least 1 year.
Contracts are allowed incentives, either player or performance based. Player incentives include a no-trade clause or a no-waiver clause, whereas performance incentives include MVP finish vote or statistical references. Incentives are a risk/reward option on contracts. All incentives that are deemed valid count towards the salary for the season and act as an additional cap hit.
Contracts may also include two sorts of options - Team and Vesting. Team Options are designated and exercised by the GM at his/her will. Vesting Options are automatically locked in for a player if the player meets the performance needed for an additional guaranteed year on the contract. Player options are not available in ATB as we cannot control the actions of the real athletes of the NBA. Any player with an existing player option will automatically be considered for UFA the following offseason of that player option.
Contracts are expected to be rounded to the nearest thousandth, such as 5.555M.
Minimum salary on a contract may not be any lower than $0.500M
ROOKIE CONTRACTS
Rookie contracts are simple, standard, and set in stone.
First Round Pick - Rookie contract in ATB will contain 2 guaranteed years with team options available in the 3rd and 4th year of the original rookie contract. In order to activate the second team option (4th season) of the rookie contract, a franchise must exercise the first team option (3rd season) to do so. At the end of the First Round Pick Rookie Contract, said player is eligible for RFA status.
Second Round Pick - Rookie contract in ATB will contain 1 guaranteed year with team options available in the 2nd and 3rd year of the original rookie contract. In order to activate the second team option (3rd season) of the rookie contract, a franchise must exercise the first team option (2nd season) to do so. At the end of the Second Round Pick Rookie Contract, said player is eligible for RFA status.

Transactions
TRADES
Trading can occur at anytime between any franchise, unless otherwise directed by the League Office.
All trades must meet the ATB Hard Cap Compliance Rules, as seen in the Salary Cap rules thread.
Trades can include the following:
1. Active Players
2. Draft Picks
3. Salary Cap - Up to $8M only
The Trade Deadline will be voted on at the beginning of the 2013-2014 Season.
TRADE FORMAT
Trades must follow a specific format when in post.
Trade posts require the following:
1. Subject line containing the franchises involved
2. The written post showing which franchise is trading what and to whom
3. All players, draft picks, and salary cap that is apart of the trade shown
4. Salary Cap changes (+/-) included
5. Brief description on why the trade was made
6. Confirmation by all parties involved
WAIVER WIRE
Waivers will be used in ATB. The waiver order will be determined by the current worst franchise to the best franchise Thus, the franchise that is doing worse will have a higher priority in the waiver system. Waivers will generally take 3-4 days to go through the system. Once a player is released from a franchise and placed on waivers, all 30 franchises have a shot at claiming the player; however, the worst come first.
If a player is waived by a franchise, that franchise will accumulate 50% of said player's contract, unless said player is claimed off of waivers by another franchise. At that point, the new franchise will assume 100% of the contract, letting the original/old franchise off the hook.
If a player is claimed within the time period, that player will go to the winning claim.
If a player is not claimed within the time period, the player is eligible for UFA, where any franchise except the team that waived may place a bid. A 50% cap hit will still be in effect for the original waiving franchise.
The waiving team may not attempt to reacquire the player for 30 calendar days.
Please see FA rules to determine the amount of salary owed to a dropped player.
AMNESTY
Each franchise will be given 1 amnesty, which can be used at anytime. The amnesty allows for a one-time free drop of a player's contract at no cost to the franchise. Once the amnesty is designated by the franchise, the amnesty is considered used up and no longer available for the time being. Only after the player's contract who was amnestied expires is when another amnesty becomes available. Amnesty cannot be traded.

SCORING INTERFACE
ATB - NBA Dynasty will use ESPN as our host scoring interface for the coming 2013-2014 season. Two separate leagues, one for each conference, will operating and available for any GM to reference to. Despite two different leagues, a customized schedule will be created in order to compensate for interleague, intra-conference, and divisional play. Some weeks will be scored on paper, via hand, in order to have interleague play.
ESPN Rosters must co-exist with ATB Proboards Rosters at all times.

Forum Maintenance
FORUM MAINTENANCE
Each GM that runs a team in ATB will be expected to post, update, and maintain clear and easily readable team pages. Each GM must post the five following threads and update it as often as needed. The League Office will not update these for you. It is expected that each GM will take the time and effort to maintain these. Penalties may occur if evidence is found someone has not done the minimum that is asked of them.
Note: Your team page can have bells/whistles that is at the discretion of each GM, but we do ask to not have the following items, huge pictures that make it difficult to get to the information we are seeking, this will be updated as time goes on. You will have a maximum of 72 hours to update each of the following items as each move is made. We will be checking from time to time to ensure this is being taken care of. Please take the time to update your franchise in a timely manner.
1. Roster Page: (this must include)
- every player that will be scoring for you each and every season
* this means each player you have acquired in some form or fashion with his current salary and each year left on the contract with salary information including option years (club options only)
- current and up-to-date financial information with the following monies needed on each team page:
a. Your team's current salary tier cap
b. Waived AND Bought out salaries if applicable
c. Traded and Received Cash in trades (up to 7M)
d. Club Options if applicable
e. Any incentives must be included somewhere on the team page and be properly deducted from your franchise's salary cap. These incentives will be used when bidding on free agents in ATB.
2. Transactions Roster Page (this must include)
a. Each trade listed complete with the player's name and salary for each season left on his contract including any option, any draft picks traded/received, and any traded/received cash.
b. A list of waived players must be listed with their original salary and the claiming team if applicable.
c. A list of bought out players must be listed with their original salary and the resulting salary after doing the math.
d. Any free agent signing complete with contract. This applies to restricted free agents as well.
3. Draft Hub Roster Page (this must include)
a. Each draft pick you currently own only listed by round with the player's name and salary listed if applicable.
4. ESPN
In addition to your team pages each GM must keep their ESPN based franchise up-to-date with each player you acquire or deal away. This must be taken care of just like your team page. You will have 72 hours to get this taken care of each time before league penalties may ensue.
5. Spreadsheet
Finally, it will be the responsibility of each GM to keep their team' spreadsheet updated with at least 1 and 2 in the above post located on the sheet.
The league office will put together the spreadsheet for each team at the outset complete with positions and formulas. Then, it will be up to each GM to maintain this throughout their tenure. The 72 hour rule will be applied here as well.
It does not take much time to keep these 3 separate entities updated. If you cannot get to it right away or need more time than 72 hours, than just let a Commissioner know. Real life can get in the way and you will be given more time as needed.

ATB - NBA Dynasty was created to be a league where the use of several keys will be essential for domination. Those keys include salary cap management, roster maintenance, trading and prospecting. Each GM is required to:
(1) exhibit sportsmanship towards other GMs; (2) respect the rulings of the Commissioners Office; (3) remain active throughout the season and relatively active throughout the off-season.
*The Commissioners Office holds executive power to remove members from the league at any time for failure to uphold these key requirements.

The Commissioner's Office reserves the right to remove GM's from one or both of these capacities if it finds the GM in question is not being active enough, is not following what the position requires after repeated attempts, or in some way uses his position to enhance his status in the league.

Code of Conduct
CODE OF CONDUCT
1. GM Conduct
ATB expects nothing less of the best. We seek professional, hard working, knowledgeable, honest, and active General Managers to participate with. Any internal issues that may come about and reviewed. Depending on the situation will determine the outcome. And yes, we do believe in second chances – depending on the situation. If any General Manager sees anything questionable, please report it to the League Office.
ATB expects frequent activity! If you cannot make the commitment to do so, then ATB may not be the league for you. HOWEVER, we all know that we have real lives to live and lead. We all have family and friends, school and jobs to take part in. ATB comes second in importance to all these issues. As serious as ATB expects to be, we note that this is no more than just a fun hobby. If you need to take a leave of absence or have matters to attend to, post within.
2. Roll Call
The General Manager Roll Call is an activity check where each General Manager has 48 hours exactly to post a reply and cast a vote. More details are found underneath the topic in General Manager Outfit. Any General Manager that does not post a reply and cast a vote before the deadline either BE REMOVED or BE WRITTEN UP in ATB.
3. Absentee Notification
If a time of absence or a leave of work is needed away from ATB, a General Manager must provide a post stating the details of the leave. This prevents inactivity and grounds for removal via inactivity. This is the safeguard of activity. The post must include:
-GM Name
-GM Franchise
-GM E-Mail
-Reason of Leave
-Expected Duration of Leave
-Anticipated Return of Leave
-Any other necessary information needed
If no inquiry is made of an absentee notification, then the inactivity claim and grounds for removal can occur. Please be careful and adhere to the rule.
4. Record Keeping
All league materials, such as roster checks, transactions, applications, General Manager networking, and etc. will all be documented in a league archive forum listed for everyone to view. Here is where anything that needs to be documented will be; for purposes of historical reference and evidence documentation.
5. Help Desk
If a member needs specific help with a forum function, rule explanation, scoring interface problem, or any other various help subjects, that member must either PM the League Office, or post an inquiry within the Help Desk forum, which any member can assist the specified help.

6. Suggestion Box

If the suggestion gains enough attention, it will enter a preliminary vote to decide whether or not the suggestion should be voted upon into league effect. If the suggestion does not gain enough attention, it is simply discarded.

3. Absentee Notification
If a time of absence or a leave of work is needed away from ATB, a General Manager must provide a post stating the details of the leave. This prevents inactivity and grounds for removal via inactivity. This is the safeguard of activity. The post must include:
-GM Name
-GM Franchise
-GM E-Mail
-Reason of Leave
-Expected Duration of Leave
-Anticipated Return of Leave
-Any other necessary information needed
If no inquiry is made of an absentee notification, then the inactivity claim and grounds for removal can occur. Please be careful and adhere to the rule.
4. Record Keeping
All league materials, such as roster checks, transactions, applications, General Manager networking, and etc. will all be documented in a league archive forum listed for everyone to view. Here is where anything that needs to be documented will be; for purposes of historical reference and evidence documentation.
5. Help Desk
If a member needs specific help with a forum function, rule explanation, scoring interface problem, or any other various help subjects, that member must either PM the League Office, or post an inquiry within the Help Desk forum, which any member can assist the specified help.

6. Suggestion Box
If a member has a suggestion that involves a forum function, rule addition/edit/deletion, a scoring interface subject, or any other various suggestions for the league, that member must post an inquiry within the Suggestion Box forum, at which it is public to all members.
If the suggestion gains enough attention, it will enter a preliminary vote to decide whether or not the suggestion should be voted upon into league effect. If the suggestion does not gain enough attention, it is simply discarded.
